The 2013 Excellence in Engineering was given posthumously to Governor PACIANO BANGOY y VILLANUEVA of Davao City, The Philippines.
He was the son of Emilia Villanueva and of Francisco Bangoy y Bustamante, the son of Doña Aparicia Bustamante y Alzate and of Don Antonlin Bangoy y Porta, the son of Doña Alejandra Porta y De Caraga and of Don Gabriel Juan Bernardo Luis Ygnacio Bangoy y Sauza, the eldest son of Don Francisco Gabriel Bangoy y Badiang (2nd husband) and of Doña Restituta Maria Del Carmen Sauza y Berenguer de Marquina, the 4th child of Don Santiago Sauza y Delos Rios and of Doña Ysabel Berenguer de Marquina y Sumulong, the only child of Doña Demetria Sumulong y Lindo and of Señor Felix Berenguer de Marquina y FitzGerald, the 55th Governor-General of the Philippines of Alicante, Spain and from The Royal.& Noble House of FitzGerald of Ireland.
He was the last governor of the undivided Davao Province. His dedicated selfless services to his native Davao brought the undivided Davao Province into progress such as in electricity, machinery, establishments, sanitation, communication and economic development which were all also related to various disciplines of engineering.
Moreover, the original Davao Province was split into three namely Davao Del Norte, Davao Del Sur and Davao Oriental on 08 May 1967 when President Ferdinand E. Marcos signed Republic Act. No. 4867 into law that was authored by Representative Lorenzo S. Sarmiento Sr.
