The 2013 Excellence in Law was given to JOSE MANUEL DIOKNO y ICASIANO of Manila City, The Philippines.
He is the eight child of Carmen Icasiano and of Jose Diokno y Wright, the son of Leonor Wright and of Ramon Diokno y Marasigan, the son of Doña Paulina Marasigan and of Don Ananias Diokno y Noblejas, the son of Don Angel Diokno and of Doña Maria Andrea Noblejas y Sauza, the son of Don Juan Noblejas (1st Husband) and of Doña Restituta Maria Del Carmen Sauza y Berenguer de Marquina, the 4th child of Don Santiago Sauza y Delos Rios and of Doña Ysabel Berenguer de Marquina y Sumulong, the only child of Doña Demetria Sumulong y Lindo and of Señor Felix Berenguer de Marquina y FitzGerald, the 55th Governor-General of the Philippines of Alicante, Spain and from The Royal.& Noble House of FitzGerald of Ireland.
He is a well-known Human Rights lawyer in the Philippines. He won numerous cases on behalf of the public interests. His track records in public service is prominent and respectable.
As an educator, he founded the De La Salle University College of Law that aims to uphold the rights of the Filipinos. Since 2009, he serves as its Dean of the College of Law. His is also a writer of two books about law.
